checkAndPut via thrift

Is it planned to expose checkAndPut via the thrift RPC? I think it would be
quite useful considering (atomic benefits aside) it would cut out an RPC
round trip for quite a few common tasks.

Our thrift is being redone in
https://issues.apache.org/jira/browse/HBASE-3117.  I took a look at
the patch attached.  It doesn't have checkAndPut it seems.  We should
add it on commit of new thrift or soon after.  Want to file an issue
against 0.92 hbase?
