Website Navigation Proposal

Hi folks,

I'm working on cleaning up the top navigation for the Shiro website.

I've created an issue in JIRA, SHIRO-262, with the proposed changes.

Please let me know if you have any questions or comments.

If not, I'll start making the changes in a few days.
