[ANNOUNCE] New Apache OpenNLP Committer: Tim Allison

On behalf of the Apache OpenNLP PMC, I am pleased to announce that Tim
Allison has accepted the PMC's invitation to become a committer on the
Apache OpenNLP project. We appreciate Tim's work and contributions to the
project. We look forward to his continued involvement in the project.
