No way to specify encoding of files that are being filter in resoruces plugin
-----------------------------------------------------------------------------

URL: http://jira.codehaus.org/browse/MNG-1129
Project: Maven 2
Type: New Feature
Components: maven-resources-plugin
Environment: Any non-english files

Non-latin characters get ruined when trying to filter a file that has non-latin characters. Should be a problem for most non US developers.
Need a parameter for a resources plugin to specify encoding of resource files.

Complexity: Intermediate
Remaining Estimate: 30 minutes
Original Estimate: 1800
just a matter of adding an encoding parameter to the plugin (for now - we need to look at unifying all of these encoding fixes), and changing the way resource files are read/written.
