[logging] plan for release candidate 3

i tested RC2 on one or two legacy installs. something has turned up that
may (or may not) be an issue. i need to investigate further i'm not too
well ATM so it'll probably be the weekend before i roll an RC3
containing the improvements made so far. 

so feel free to dive in with documentation improvements.
