[I] Flush multiple memtables into one sst [incubator-horaedb]

### Describe This Problem
Currently, one memtable is flushed as one sst, and a batch of small sst files will be generated if multiple memtables are chosen to flush.
### Proposal
Flush multiple memtables into one sst file.
