Possible Issue with WSDL2Java -W option

I searched through the previous posts but did not see an issue with this
but using the -W option with the WSDL2Java util and axis1.3 seems to
have the opposite affect than what is stated in the documentation. My
understanding is that -W is to turn off wrapped support.

Specifying the -W option with the attached WSDL which is a doc/literal
wrapped, I get the correctly generated java classes including the beans
representing the types from the xml schema. If I don't specify the -W
option, I get no beans representing the types. Is that the desired
behavior? Seems a bit counter intuitive. Or am I just interpreting this
wrong?

I've attached the WSDL and schema I'm using as test cases.

 <<service.wsdl>> <<servicerequest.xsd>>
thanks
