[PR] [refactor] Use Collections.emptyMap() instead of new HashMap<>() for better code quality [rocketmq]

Senrian opened a new pull request, #10152:

   Replace empty map instantiations with Collections.emptyMap() which is:
   - More readable and intentional
   - Immutable and safer
   - Slightly more performant
