Added an initial version to https://cwiki.apache.org/confluence/display/REEF/Contributing.

[~yunseong] wrote most of the guide, and I made some corrections, edits, formatting, etc. Thanks Yunseong :)

[~markus.weimer]: As mentioned previously, I've strived for completeness. Please remove/edit bits as you see fit.
