Axis server with Tomcat - Admin client and .jws samples - not available

Hi,

A few weeks ago I was happily running Axis 1.1 (RC2) .jws
examples and the Admin Tool.  I was using it with Tomcat
3.3.1, no problems.

I didn't do anything with it for several weeks, and I went
back today just trying to do some of the same things, but
now trying "http://localhost:8080/axis/Calculator.jws" (or
any other web service) shows only:

  Click to see the WSDL
  ---------------------
 

I can get any WSDL, but I cannot run any web service. 
"Validate" which runs happyaxis.jsp looks OK.  But
"Administer Axis" and "SOAPMonitor" on the top-level
index.jsp now say "[disabled by default for security
reasons] ".

Is there anything obvious that I am doing wrong??

What should I start yo look at??
