[PR] CASSANDRA-19537 : Test case to demonstrate unicode encoding issue [cassandra]

Test case which shows that a 4 byte UTF-8 \U0010FFFF is written out to the buffer as 8 bytes (short + 6) and not 6 bytes (short + 4)
