So the proposed refactor would be something like?
* Remove ExecEnv from the in-process server, have the test instantiate a TestEnv
* Factor out StartWithEphemeralPorts() into a helper that instantiates a regular ImpalaServer in the right way
* Use ImpalaServer directly in tests.
