[PR] Remove python related commands from make file [mahout]

   Since we are using the main `pyproejct` and uv as pkg manager, to keep the python commands in make file, which makes extra abstraction, seems redundant.

   Actually, I just don't use anything in makefile at all(in this project)

   I have used some rust related commands before. Let's see if anyone else has feedback; otherwise, if they’re redundant, we can just remove the whole thing.
