VOTE: C++ 1.3.1 release

Hi all,

I want to do a quick follow up to 1.3 with a maintenance version that 
fixes a few bugs and adds preliminary support for the new Xerces 3.0 
code base.

It also has a new build process under UNIX, so I will need to do an RC 
or two just to make sure everyone can build OK.

+1 from me.
