[PR] chore(licensing): refresh Python license-binary drift [texera]

kz930 opened a new pull request, #5763:
URL: https://github.com/apache/texera/pull/5763

   ### What changes were proposed in this PR?

   Refresh `amber/LICENSE-binary-python` so the recorded `filelock` version matches the Python packages installed by the pyamber CI job.

   ### Any related issues, documentation, discussions?

   Closes #5725

   ### How was this PR tested?

   ```bash
   /tmp/texera-license-venv/bin/python bin/licensing/check_binary_deps.py --ignore-transitive-version python /tmp/pip-licenses-linux-like.csv
   ```

   This uses the same licensing checker with the local package snapshot adjusted for the Linux-only `greenlet==3.5.1` package from the failing Ubuntu job. It verifies the `filelock` drift is resolved; unrelated local transitive version drift is reported as informational.

   Hi @kz930 thanks, did you verify the license of the new version to see if it is compatible with Apache 2.0?

   I checked the drift on the v1.2 branch, and I will open a separate PR to fix those issues in batch. Do we want to merge this one first? @Yicong-Huang

   Thanks, @kz930. It will be good to put context in the issue/pr in the future. I think we can merge this one first, and handle the rest in a batch. @xuang7 WDYT?

   Sounds good, this is the main-branch checker run from 2 days ago, so it only caught one drift (filelock).

   @xuang7 the drift on v1.2 branch and main should ideally be the same though. any gap on parity?

     For context, this PR was based on the failing main-branch pyamber job from #5725 and only updates `filelock` from `3.29.3` to `3.29.4`. I also verified `filelock 3.29.4` reports `License-Expression: MIT`, which is compatible with Apache 2.0.
