Update on releasing

When we last attempted 2.5 and 2.6 release candidate builds, we found
that some recent changes broke the site build step. There was also a
change to create-release that needs fixing. Since then Duo brought to
my attention HBASE-29913, which describes an unsatisfactory state of
tests on branch-2.5.

Let me look at the current releasing state and move things forward.

After analyzing, basically the branch-2.5 itself does not have big
problems, the problem is the scripts and tests.

So I think we can continue the 2.5.x and 2.6.x release process now.
