There appears to be a pre-existing bug with the Web UI and RegionTransitions. I will try to fix that bug in this fix, but it would be nice if I could get some feedback on the AssignmentManager code. Thanks!

And with a low maximumAttempt default, we can quickly use up all our regionOpen retries if the server is in a bad state.
