mod_mime_magic uses the external file magic mechanism, which is
not reliable for unstructured files. There is no way for us to
"fix" such a mechanism.
The proper workaround is to define the type directly, using the
configuration mechanism. Something like (untested)

ForceType text/plain
</Files>
<Files "HEADER">
ForceType text/plain
</Files>
