STORM JIRA being spammed

Can someone from infra lock down the permissions on the Storm JIRA.  It is being spammed a lit lately, and I don't have the ability to change the permissions to stop it.  Plus I don't seem to have permission to file an INFRA ticket about it, probably because of all the spam. - Bobby

We made a fuss at the beginning about having this added in so it would not be a pain to users, but now it has come back to bite us.

I removed jira-users from the Contributors role for the Storm project. Any other projects should take a look and ensure that jira-users isn’t in their Project Roles as a contributor, otherwise the spammers will continue to bypass our restrictions.
