[~chris.douglas] has reported the following gaps with the 0.3-RC1 tarball. 

- The LICENSE file contains some sed issues referring to Apache Hadoop, e.g.:
For the org.apache.hadoop.org.apache.falcon.util.bloom.* classes:
- The top level should also contain a DISCLAIMER with the following text:

Apache Falcon is an effort undergoing incubation at the Apache
Software Foundation (ASF), sponsored by the Apache Incubator PMC.


Incubation is required of all newly accepted projects until a further
review indicates that the infrastructure, communications, and decision
making process have stabilized in a manner consistent with other
successful ASF projects.

While incubation status is not necessarily a reflection of the
completeness or stability of the code, it does indicate that the
project has yet to be fully endorsed by the ASF.

- there are a couple patches in the top level of the source tarball,
but I didn't see a mention in the README or Installation-Steps.txt
files. Are these part of the release? Similarly, is the "backlog" file
for downstream users?
- the .gitignore file probably isn't very helpful in the release tarball
