Suggest a few of things:
1> link to the generic ref guide, people can chose the right version: [https://lucene.apache.org/solr/guide/.|https://lucene.apache.org/solr/guide/] It's one less thing that could get out of sync.
2> take out the JVM requirement too.
3> Put the JVM and Zookeeper requirements in solr-system-requirements.adoc. Zookeeper only because we expect users to download/install separately.
4> Maybe give a hint where to look for the "important" jar files, although that's somewhat confusing. Perhaps that belongs in some developer's guide:

For example linking to https://lucene.apache.org/solr/guide/8_4/solr-upgrade-notes.html is highly appropriate as it's a more user friendly editorialized version of CHANGES.txt.
