In old HAWQ command line tools, some tools will require 'MASTER_DATA_DIRECTORY' environment to be set. 

Since now we define 'MASTER_DATA_DIRECTORY' in hawq-site.xml, we do not need to set it anymore. So we'd better remove these requirements to avoid user confusion.
