   **Is your feature request related to a problem? Please describe.**
   In some cases, one wants to skip the execution of the `enhance` goal - e.g. when running in an IDE or for other reasons.
   
   **Describe the solution you'd like**
   Being able to set a `skip` property for this plugin would facilitate skipping it conditionally e.g. as part of a profile that only activates in relevant situations.
   
   **Additional context**
   Would help with https://github.com/apache/uima-uimafit/issues/227
