There is a still private security issue with Masscheck accounts.
However, we've been able to overcome some of the issue so I wanted to
formalize some of that info.

On 6/4, I proposed to the PMC that we ignore this security for any ASF
committers.
For people who are not committers, Alex Broens has offered to work out a feed
process to masscheck their items.
Alex also supports a lot of anti-spam projects and I support this as a safe,
easy way to assist us with Masscheck without the concerns of setting up a full
masscheck client.
And the data will assist other valuable anti-spam resources.
