I propose that we define the following default properties in js.props:

services.UserManagement.special.entitites = admin
services.RoleManagement.special.entities = user, admin
services.GroupManagement.special.entities = jetspeed
services.PermissionManagement.special.entities = 

These special entities would be considered essential to the security service 
and could not be deleted.
