Hi  Xiaojun,

some quick questions: 
* what's your jspwiki.encoding value under jspwiki.properties/jspwiki-custom.properties? (you can check it under SystemInfo wikipage)
* is it the wiki page content that is messed up, or is it the text established by UserPreferences, or both?
* would you mind trying with the [2.10.0 zh_CN wiki pages set|http://search.maven.org/#artifactdetails|org.apache.jspwiki.wikipages|jspwiki-wikipages-zh_CN|2.10.0|jar]? I recall transforming to UTF-8 some wikipages sets, but I'm not sure if I did that for zh_CN
