GH-149: create sharelib module with Pig/Streaming JARs

This builds on 106 system sharelib improving usability.
Oozie would bundle a TAR file containing the JARs for Streaming/Pig under share/lib/*jar.
If, when installing Oozie, this TAR is expanded and put in HDFS under /user/oozie/; then this will be the default system lib used by oozie and an WF app setting the "oozie.use.system.libpath" job property to 'true' will get those JARs in the classpath of all their actions.
As more actions (hive/sqoop) are added to Oozie, or commonly used input-output formats JAR are used, they could be added to the the bundled sharelib.
Organizations can easily create custom sharelibs as well.
