Amareshwari Sriramadasu resolved HDFS-1098.

Resolution: Won't Fix
DistributedCache is changed to use new api in branch 0.21 through MAPREDUCE-898. Also, the documentation is updated.
The above TaskRunner code is internal, not the new api. Users are not supposed call getLocalCache().
