Description:
Propagate {{IgniteConfiguration.LocalEventListeners}} to .NET. This allows catching all events right from the node start.
* Can we unsubscribe from these events later? Does Java support this?
* What about GetEvents for a cluster group, how do we handle local listeners in this case?
