The file ContractsMessages_us.xml in
whiteboard/plugins/o.a.f.plugin.internal.dispatcher/messages/
is wrongly named (assuming it should cover translations to English), and is actually superfluous, as the original strings are already in English.
Either remove it, or rename it to one of:
ContractsMessages_en.xml
ContractsMessages.xml

Renamed to plugins/o.a.f.themes.core/messages/ContractsMessages_en.xml
as i presume that it can be used to map the English strings to other English strings.
