WWW Form Bug Report: "Working directory is changed after #include." on SunOS 4.x

Symptoms:

After including SPML document in sub-dir which has #exec cmd, working directory is changed to sub-dir.

I'm not sure that this is actually bug or not.
I can't find any document concerning this symptom.
