   Triage: this 2020 flaky-test failure (`HoodieIOException: Error reading clustering plan 006` after `No content found in requested file` warning) appears to be **fixed on master**.
   
   `ClusteringUtils.getClusteringPlan` has been hardened substantially since:
   - Empty/unreadable requested-instant files now return `Option.empty()` via `isEmptyReplaceOrClusteringInstant` rather than propagating an `IOException` (see `hudi-common/src/main/java/org/apache/hudi/common/util/ClusteringUtils.java` ~L194-205).
   - On `HoodieIOException`, the timeline is reloaded and `Option.empty()` is returned if the instant is no longer present, covering races with concurrent rollback (~L289-295).
   - `Error reading clustering plan` is now only thrown when the instant is still in the timeline and the file is non-empty.
   
   Proposing to close as fixed unless someone can still reproduce on a recent build.
