Add configuration reference documenting all ponymail.yaml options

Covers every key recognized by server/plugins/configuration.py with
types, defaults, and descriptions. Includes keys not present in
ponymail.yaml.example (database.secure, database.url_prefix,
ui.focus_domain, archiver threading options).

Partially addresses #218.
