[CI] Docs jobs depend on midonet-docs?

I changed the docs jobs to run on a dedicated node on jenkins since
master is running out of space. The node is called - docs. After this
couple of jobs started failing -

1) build-docs-devguide-master
2) build-docs-install-master

It looks like these were set to depend on the snapshot backed up by
docs for midonet. The snapshot plugin won't work across nodes so can
someone with knowledge of publican, docs and jenkins have a look at
these two? I've removed the snapshot dependency for now but probably
screwed up the docs.
