   ### Motivation
   We added settings for broker-level max clients limitation in https://github.com/apache/incubator-pulsar/pull/1234
   We want to add namespace-level limitation.
   
   ### Modifications
   
   - Add NamespacePolicy
   - Add Java/REST/CLI API
   
   ### Result
   We can limit number of client's connections for each topic.
