Because bot the Indexing Source and the HierarchyProcessor do add parent IDs to the codes of Admin Regions IDs the lookup of geonames IDs for hierarchies is broken.

e.g. The ADM1 "Upper Austria" has the code '04' and the Country code 'AT'. The Indexing Source creates the code 'AT.04'. The HierarchyProcessor again adds the parent code so the resulting ID is 'AT.AT.04'.

To correct this the HierarchyProcessor must use the codes as provided by the source.
