Fortress Examples build.xml

Hello.

The fortress examples build.xml file does not allow for proxy servers
when downloading the servlet.jar file.  I know adding <setproxy/> to tbe
build file could do this, but it'd be nice if users didn't have to
manually edit the ant file but could instead just edit the
ant.properties file.
