   download pulsar c++ client-devel, the true url must:
   https://archive.apache.org/dist/pulsar/pulsar-2.3.0/RPMS/apache-pulsar-client-devel-2.3.0-1.x86_64.rpm
   
   but the link is 
   https://archive.apache.org/dist/pulsar/pulsar-2.3.0/RPMS/apache-pulsar-client-devel-2.3.0.x86_64.rpm
   
   so 404 not found
