Sending a message to various targets in Helix assumes that data sources can only be EXTERNALVIEW or IDEALSTATES. As a result, sending a message to a target is possible only if that target is associated with a resources in the system. It would help to allow applications to use other data sources to "harvest" targets for messages. For example, LIVEINSTANCES could be used as a data source to send messages to instances regardless of the existence of resources.
