[users@httpd] Request enitity too large - HTTP/1.1 413

I 'm running
Apache httpd-2.0.40-11.5
SquirrelMail 1.4.2
php-4.2.2-8.0.8

I'm running into a problem when I attach a 1.3MB file and hit send
I'm getting back from Apache a HTTP/1.1 413 Request enitity too large.

I suspected that this was a PHP limitation so I checked my php.ini,
and found this

; Maximum size of POST data that PHP will accept.
post_max_size = 8M


So I don't think it is this...anyone else seen this problem.
