It seems modifying the default log buffer size makes things much more unstable than previously thought. We should restore the old defaults, and look into figuring out why the log buffer size is so finicky later. See TS-777 for some details on that.

It sets the log buffering size :). I think we should keep the old setting as it was, changing it was a feeble attempt to improve performance, but there seems to be potentially dangerous side effects. So, 3.0.0 definitly should stick to 9216 bytes for the buffer size.
