[DISCUSS] Prepare to release Apache RocketMQ 4.8.0

Hi, everyone

I hope you’ve all been doing well. We haven’t released a version for a long time. At the RocketMQ Committer Meeting last week, we think it is time to release RocketMQ 4.8.0. So I would like to start an email thread to discuss the plan to release Apache RocketMQ 4.8.0.

I’m sorting out the relevant PRs that we plan to release in the next version

As you see, 54 PRs have been merged, and other open PRs will be processed immediately.
