You don't block anything with spamassassin. 
Spamassassin has no capabilities to block, only 
to scan. You also don't tell spamassassin what to 
scan - you tell spamassassin to scan something. 
i.e. are you using procmail? Simply don't call 
spamassassin on outbound e-mails.
