Apache 1.1 released

Well, it's all done....

Apache 1.1 is all released. I've rearranged /dist with just 1.1, and
updated CHANGES and README.html. I moved /docs-new/ to /docs/. I updated
the front page to point to 1.1. I sent the announcement I posted earlier
to apache-announce. Randy, go ahead and post it to Usenet. Is there an
.announce group? If so, we should make sure it gets there.

*whew* Now we can start arguing about 1.2. But I think most of us are
going to take a long, 4th of July nap first.
