This jira introduces a replication manager thread inside the {{ContainerManager}} which will use RMT (Replication Manager Thread) Decision Engine to decide the action to be taken on flagged containers.
The containers are flagged for ReplicationManagerThread by ContainerReportProcessor(s) and Stale/Dead Node event handlers.
