In NodeManager.java we should exit normally in case the RM shuts down the node:

        } finally {
          if (shouldExitOnShutdownEvent
              && !ShutdownHookManager.get().isShutdownInProgress()) {
            ExitUtil.terminate(-1);
          }
        }
