[PR] Fence zombie coordinators [iceberg]
fqaiser94 opened a new pull request, #10812:

The last commit demonstrates how we could easily avoid duplicate-file-appends if iceberg were to offer a conditional-commit API.
This is just a draft to demonstrate the idea but I'm happy to take this to the finish line provided we can make progress on https://github.com/apache/iceberg/pull/6513 which this PR depends on.
