getting rid of the pesky NTEventLogAppender.dll

Hi,

After struggling with NTEventLogAppender for a while in some non-trivial deployment scenario, I wrote a JNA-based appender that could replace it for good. It uses JNA and doesn't require to place any native DLLs into system32 or PATH.

License is Apache 2.0. Curious if there's any interest for this from the log4j developers, maybe for log4j 2.0.
