something spamming Jira?

Hi,

some of you probably noticed the spammy looking mass changes on tickets;
does anyone know how to alert the issues.apache.org admins so we can block
the users/IPs causing this?

all those changes....

I was going to suggest creating an infra jira. It might be a good idea to
contact them on IRC so that they can take action immediately in the case
there is anything they can do.
