The wiki links for rules predated the concept of daily rule updates AND when we
had a short description limit that I can't even remember.

In my opinion, we need to add another line to the config files for
documentation of a rule if the describe is not sufficient.

Then we need something that auto culls all the describe/document lines and puts
them into an automated nightly wiki update.

Thoughts?
